Too Soon for More Troops in Afghanistan?

John Kerry says it is too soon to send more troops to Afghanistan until the issues surrounding the election are resolved. He says he doesn't see how President Obama can't make  a decision until the issue is resolved. Really? So does Sen. Kerry think the Taliban and Al Qaida are waiting until the election is resolved? I thought the troops were to push back Al Qaida and the Taliban. Or maybe he thinks we should follow Pakistan's strategy of allowing the militants to gather strength before taking action. What Sen. Kerry does not seem to grasp is that the motivation for sending troops is to prevent the militants from gaining ground and they aren't waiting until the election is resolved.
